Marketing strategy consultant

Marketing strategy consultant in Dubai for growing businesses

I build marketing strategy for UAE businesses from the commercial targets your leadership team has set, and I test it against market, customer and competitor research before any budget is spent. I am a Fractional CMO in Dubai and a former Group Director of Marketing and Events at Emaar.

What I see most often

Why marketing strategy fails in UAE businesses

Most of the marketing problems I am asked to fix start above marketing. The business has not agreed its commercial objectives, so marketing is handed a budget and a list of activities with nothing to align them to. Agencies are briefed on channels with no outcome to aim for, and spend grows while nobody can say what it returned.

Strategy should flow from the business objectives, usually a mix of revenue, margin, market share and customer targets, each with a date attached. Marketing objectives are derived from those targets. Positioning, target segments and the budget split follow, and only then are channels and campaigns chosen. In many plans I review the order is reversed, with the tactics chosen first and the strategy written afterwards to justify them.

The second gap is validation. I have been asked to build marketing for a business that existed only as a concept, with no evidence that customers had the problem it solved, no competitor analysis and no pricing benchmark. Marketing cannot prove a business case that was never tested, and launch budgets are often spent finding that out.

Assumptions imported from other markets can also cause the same problem. A plan that worked in the UK, Europe or another Gulf market seldom transfers to the UAE unchanged. The way business is done and relationships are built is different here. So are the market dynamics, the cost structures, the talent available, and the range and quality of the services a business relies on, from creative production to media and distribution. A marketing strategy for the UAE has to be built on local evidence about what customers value and what competitors already offer.

Expertise I bring to your marketing strategy

More than 20 years of senior marketing judgement across retail, real estate, events, hospitality and corporate services, applied to your market and your numbers.

Reporting designed around what your chief executive, CFO and board need to run the business, agreed with each of them and built into the marketing department.

Planning, budgeting and measurement frameworks that your team keeps using after the engagement ends.

An independent view with no internal politics, reporting line or past decisions to defend.

Research, objectives, positioning, budget allocation and a 12-month roadmap, built on that evidence.

Briefs your agencies can be held to, with targets they can be measured against.

When businesses bring me in

Leadership wants an independent view of the marketing department before next year's budget is signed off.

A new business, product or service needs validating before launch.

The business needs senior expertise in a specific sector that the current team does not have.

Marketing reports plenty of activity, but the chief executive and CFO cannot see what it contributes to revenue.

The marketing team needs reshaping for how marketing works now, including where AI should take on reporting and production.

A business from the UK or elsewhere is preparing to enter the UAE.

Marketing return on investment (MROI) measures the revenue earned for each dirham of marketing spend. At IFZA, I was part of the executive team that moved the free zone from around sixth or seventh in the UAE to first by new business registrations.

Where the return comes from

Why repeating last year's marketing plan limits growth

Many businesses I work with roll last year's marketing plan forward. The channels stay the same, the messages change a little, and more budget goes behind whatever appeared to work. It feels safe, but few people stop to ask why those channels worked, whether the customer has changed, or what competitors have done in the meantime. Returns also fall as spend rises in the same place, because each extra dirham reaches people less likely to buy and, in a crowded category, pushes up the price of every click and every lead.

The UAE property sector shows this clearly. It is a crowded and competitive sector, where many businesses run similar messages on the same channels against the same search terms, and the cost of each enquiry rises as they bid against each other. Business setup follows the same pattern. Many firms compete for first place on Google, when a place anywhere on the first page may be enough.

A new plan should start from fresh evidence. That means reviewing which customers and channels produced profitable revenue, which only produced activity, and where demand is growing that the business has not yet reached. The stronger return is often in an adjacent customer segment, a region competitors have ignored, a different message, or visibility in AI answers from ChatGPT and Google. Finding those openings needs the data and an understanding of why customers choose one business over another, and it is where an outside consultant adds most value.

How I work

Engagement models

Marketing strategy work can be a project in its own right or the first stage of a longer engagement. The model is chosen to fit the business, and it can change as the business changes.

A defined piece of work

A marketing strategy, an audit or a stress test, with a fixed scope, fee and end date.

Strategy stress test

An independent review of your strategy before next year's budget is signed off

The stress test is for a marketing strategy or business plan you already have, and it is most useful while next year's budget is being planned. Over three to four days I examine the evidence behind the plan, test its assumptions about customers, competitors and pricing, and check whether the budget, the team and the reporting are set up to deliver the objectives. Marketing departments have changed a great deal in the last five years, and AI now takes on much of the routine reporting and production. The review also checks that your team is organised for how marketing works today. For a plan that will spend millions of dirhams, it is a small investment against the risk of spending in the wrong place.

Your options compared

Marketing strategy consultant, agency or full-time CMO

Businesses looking for a marketing consultant in Dubai are usually weighing three options, and many use more than one.

Option 01

Marketing strategy consultant

Role

Sets direction. Owns the objectives, positioning, budget allocation and the reporting framework for the leadership team.

Strength

Senior judgement and sector expertise from many businesses and markets, with no internal politics, reporting line or past decisions to protect.

Cost and commitment

Fees for agreed days or a defined project, easy to scale up, scale down or end.

Option 02

Marketing agency

Role

Delivers execution. Campaigns, creative, content and media buying against a brief.

Strength

Specialist production and media teams.

Cost and commitment

Project fees or a monthly retainer for the work delivered, rarely linked to results.

Option 03

Full-time CMO

Role

Runs marketing day to day as part of the leadership team.

Strength

Continuity, team management and daily ownership.

Cost and commitment

More than AED 600,000 a year in salary and benefits, a long hiring process, and the cost of starting again if the appointment does not deliver in its first months.

Most growing businesses need the first two working together, with the consultant setting the strategy and writing the brief the agency delivers against. Through my own experience, senior part-time support saves a business AED 40,000 to 60,000 a month compared with a full-time CMO. Where you want me to lead delivery as well, the engagement continues as a fractional CMO role. Fractional CMO vs marketing agency covers the choice in more detail.

Common questions

Questions about hiring a marketing strategy consultant

What does a marketing strategy consultant do?
A marketing strategy consultant decides how a business should use marketing to reach its commercial objectives, and brings the senior experience to make those decisions with confidence. The work starts with research into the market, customers, competitors and pricing. From that evidence I set the marketing objectives, define the positioning and target segments, allocate the budget, and design the reporting your leadership team needs to see whether the plan is working. The output is a roadmap and briefs that your team or agencies can deliver.
How long does it take to build a marketing strategy?
Usually about eight weeks from the start of research to a signed-off strategy. Research and diagnosis take the first four weeks, and the strategy and roadmap the following four. A stress test of an existing plan takes three to four days.
How much does a marketing strategy consultant cost in Dubai?
It depends on the time and scope. A stress test of an existing strategy takes three to four days and typically costs AED 5,000 to 15,000, depending on the size of the plan. Ongoing support is priced by days per month and agreed before work starts. For comparison, a full-time CMO in Dubai costs more than AED 600,000 a year.
Should I hire a marketing strategy consultant or a marketing agency?
If the question is what to do, start with a consultant. If the plan is agreed and needs producing, use an agency. Many businesses use both. The consultant sets the strategy and writes the brief, and the agency delivers the campaigns.
What is the difference between a marketing strategy consultant and a fractional CMO?
A strategy engagement produces the plan and hands it to your team. As a fractional CMO, I stay on for agreed days each month to lead the team and agencies, report results to senior management and adjust the plan as results come in.
Do you work outside Dubai?
Yes. I am based in Dubai and work with businesses across the UAE and in the UK, including companies preparing to enter the UAE through UAE market entry.
