Should a UAE business advertise on ChatGPT?
OpenAI opened ChatGPT ads to UAE businesses in September 2026, from AED 65 a day. This article covers what you can buy, who sees the adverts, what you cannot advertise, and how to run a 30 day test before you commit more budget.
What changed for UAE businesses in September 2026
A business registered in the UAE can now buy adverts in ChatGPT itself, through OpenAI's self-serve Ads Manager, with a minimum daily budget of AED 65. The United Arab Emirates appears on OpenAI's list of countries where self-serve advertising is available, and the rule is simple: the legal entity that advertises and pays must be based in one of those countries.
Until this year there was no way in for a business of that size. OpenAI started testing ads in the United States in January 2026, sold only through its own sales team. On 31 August 2026 OpenAI announced self-serve access for India, Europe, the Middle East and North Africa. The announcement named regions, and the UAE was missing from OpenAI's country list when it went live. The UAE, Saudi Arabia, Israel and Turkey were added to that list in mid-September.
That gap matters if you ask an AI tool when UAE businesses could start. Several AI answers, including ChatGPT's, give 31 August, because they read the regional announcement as covering every country in the region. The country list on OpenAI's help centre is the record to rely on.
The platform has grown quickly. AI News reported on 1 September 2026 that ChatGPT ads had passed an annual revenue run rate of USD 1 billion in under 200 days. That is about AED 3.67 billion at the pegged rate of AED 3.6725, from tens of thousands of advertisers.
The audience here is large too. Microsoft's Global AI Diffusion Report for June 2026 ranks the UAE first in the world for use of AI tools, at 73.3% of working age adults, against 43.7% in the United Kingdom. So a UAE business owner now has a new place to buy attention, where many of their customers already ask questions every day. The question is whether it is worth paying for yet.
What it costs to start
The minimum is AED 65 a day. Run that for 30 days and the smallest possible test costs AED 1,950. For a UK business the minimum is GBP 15 a day, or GBP 450 over the same 30 days.
You choose one of three ways to pay:
- Views. You pay for every 1,000 times the advert is shown. This suits a business that wants its name seen and has no clear next step for the reader.
- Clicks. You pay each time someone clicks through to your website. This is the one I would start with, because it is the easiest to compare with what you already pay on Google and Meta.
- Conversions. The system aims the adverts at people likely to take an action you define, such as an enquiry or a purchase. It only works if your website already reports those actions back correctly.
You can target by country and by device, and choose between the ChatGPT apps and the website. You can also upload your own customer list, but OpenAI requires at least 25,000 matched people for that list to be used. Most small and medium sized businesses in the UAE do not hold a list that large, so for them the targeting comes from the conversation itself.
There is no benchmark to judge your results against yet. OpenAI's own help centre says that, as an early platform, ChatGPT ads do not yet have performance benchmarks across advertisers, industries or campaign types. Your first test sets your own benchmark.
The budget is the smaller part of the real cost. The larger part is the time it takes to set up tracking, write the adverts and read the results properly.
Who sees the ads, and where they appear
This is the part most businesses miss, and it decides whether the channel suits you at all.
According to OpenAI's help centre, ads appear only to people on the Free and Go plans. People paying for Plus or Pro do not see them, and nor does anyone using ChatGPT through a Business, Enterprise or Education account. OpenAI also says it does not show ads to accounts it identifies as belonging to someone under 18.
The advert sits below the end of ChatGPT's answer. It is labelled as sponsored and set apart from the answer visually. OpenAI states that ads are not shown near sensitive or regulated topics, including personal health, mental health and politics, and that it does not share people's conversations with advertisers.
For a consumer business this is a reasonable audience: a large number of people on free accounts, asking about things they want to buy. For a business selling to other businesses the picture is different. A buyer who uses ChatGPT at work through a company Business or Enterprise account will never see your advert, however well it is targeted. If your buyers are finance directors at established companies, check how they use ChatGPT before you spend anything.
What you cannot advertise
OpenAI's advertising policies, updated on 10 September 2026, prohibit several categories outright. These include alcohol and tobacco, gambling, dating and other adult services, recreational drugs, political content, counterfeit goods and scams.
Three more categories are restricted rather than banned: financial services, healthcare and medicine, and legal services. In these, adverts are approved case by case, after manual review and verification of the advertiser.
That matters in Dubai. Business setup, banking and payments, clinics, aesthetics and legal services are some of the most active advertisers in the city. If your business sits in one of them, expect a slower approval, and plan for the possibility that you are not approved. Set up the account and complete the business verification before you build a campaign plan around the channel.
Paying for an advert does not change the answer
OpenAI states that ads do not influence ChatGPT's answers, and that ads run on separate systems from the tool that writes the answer.
So an advert buys you a place underneath the answer. It does nothing to the answer itself. If someone asks ChatGPT for the best accountancy firms for small businesses in Dubai and your business is not named, paying for an advert puts your name below a list that recommends your competitors.
That is why I would check the free answer before spending anything. Ask ChatGPT the ten questions your customers ask before they buy, and note whether your business is named, how it is described, and which websites it cites. My guide to AI visibility sets out how to run that check and what to fix. The fixes cost time rather than media budget, and they improve how you appear to every user, including the paid users who will never see an advert.
If ChatGPT does not mention your business when a customer asks, fix that first. An advert sits below an answer that still leaves you out.
Who should test it now, and who should wait
Test it now if all four of these are true:
- Your customers ask AI tools about what you sell. Consumer services, retail, hospitality, education, home services and software for small businesses are the obvious candidates.
- Your business is outside the prohibited and restricted categories, or you have already passed verification.
- Your website records enquiries and sales accurately, so you can see what the clicks turn into.
- You can spend AED 2,000 to AED 3,000 on a test and treat it as the cost of learning, with no promise of a return.
Wait if any of these apply:
- You sell into restricted categories and have not yet been approved.
- You cannot currently tell which of your enquiries came from which channel. Fix that first, because it affects every channel you pay for.
- Your buyers are mostly senior people inside established companies, who are more likely to use company or paid accounts.
- ChatGPT does not yet mention your business when asked. Spend the first month on that.
Being early to a new advertising channel can be an advantage, because fewer businesses are competing for the same space. That only helps if you can measure what you bought.
How to run a 30 day test
- Check eligibility. Confirm your trading licence entity is based in the UAE and your category is allowed. Create the account at ads.openai.com and complete verification before anything else.
- Set up tracking first. Make sure every enquiry form, booking and purchase on your website is recorded, and add a tracking tag to the links in your adverts so the visits show up separately in your analytics.
- Run one campaign, paying for clicks. Set a daily budget of AED 100 for 30 days, a total of AED 3,000. One offer, one landing page, adverts written in the words your customers use when they ask for what you sell.
- Judge it on cost per enquiry. Clicks and impressions tell you very little on their own. Compare the cost of each enquiry against what Google and Meta cost you over the same period. My piece on cost per lead in Dubai gives the benchmarks to compare against.
- Check the free answer at the start and at the end. Ask ChatGPT the same ten questions on day one and day 30 and record whether your business is named. Keep the paid result and the free result separate.
- Decide on day 30. Increase the budget, change the offer, or stop. Write down which, and why.
A Dubai home cleaning company runs the test above: AED 100 a day for 30 days, AED 3,000 in total. Say the average cost per click is AED 5. That buys 600 visits to the website. If 3% of those visitors send an enquiry, the test produces 18 enquiries, at about AED 167 each.
Whether that is good depends entirely on what the same business pays elsewhere. If Google Ads brings in enquiries at AED 120, ChatGPT is dearer for now. If the figure on Meta is AED 250, it is cheaper. These numbers are invented to show the sum. Your own test gives you the real ones, and they are the only ones worth acting on.
Five takeaways
- UAE businesses can buy ChatGPT ads through OpenAI's self-serve Ads Manager, with a minimum of AED 65 a day.
- Ads appear only to adults on the Free and Go plans, so buyers on Plus, Pro or company accounts will not see them.
- Financial services, healthcare and legal services are approved case by case, and several categories are banned outright.
- An advert appears below ChatGPT's answer and does not change it, so check whether you are named in the free answer first.
- Test with a fixed budget of around AED 3,000 over 30 days, and judge it on cost per enquiry against Google and Meta.
Frequently asked questions
Five questions UAE business owners are asking about ChatGPT ads.
Can UAE businesses advertise on ChatGPT?
Yes. The United Arab Emirates is on OpenAI's list of countries where self-serve Ads Manager is available, as of September 2026. The legal entity that advertises and pays must be based in the UAE or another listed country. You sign up at ads.openai.com and complete business verification before your adverts run.
How much do ChatGPT ads cost in the UAE?
The minimum daily budget is AED 65, which comes to AED 1,950 over 30 days. You then pay per 1,000 views, per click, or through bidding aimed at conversions. There is no published average cost per click for the UAE yet, so a short test with a fixed budget is the only reliable way to find your own figure.
Who sees ads in ChatGPT?
Adults using the Free and Go plans. OpenAI does not show ads to Plus, Pro, Business, Enterprise or Education accounts, or to accounts it identifies as belonging to someone under 18. Ads appear below the answer, labelled as sponsored, and not next to conversations about health, mental health or politics.
Do ChatGPT ads change what ChatGPT recommends?
OpenAI states that ads do not influence ChatGPT's answers and run on separate systems. Paying for an advert places it below the answer. Whether your business is named in the answer itself depends on what AI tools can find and trust about you online.
Which businesses cannot advertise on ChatGPT?
OpenAI currently prohibits ads for alcohol and tobacco, gambling, dating and adult services, recreational drugs, political content, counterfeit goods and scams. Financial services, healthcare and medicine, and legal services are restricted, and are approved case by case after manual review and advertiser verification.
