Leadership
What is a fractional CMO, and when should a UK business hire one?
A clear guide for UK founders, managing directors and boards: what a fractional CMO is, how it differs from a consultant or an agency, and the point in a scale-up’s growth when it pays to bring one in.
What a fractional CMO is
A fractional CMO is an experienced marketing leader who runs your marketing as chief marketing officer, part-time and on an ongoing basis. You get senior strategy, judgement and accountability inside your leadership team, without the salary, on-costs and permanence of a full-time executive.
For most UK scale-ups the shortage is rarely marketing activity. What is missing is someone senior who owns whether that activity turns into revenue. A fractional CMO fills exactly that seat: setting the strategy, holding the commercial number, and staying accountable for the result, typically for one to three days a week.
It is a way to buy the top of the marketing function, the leadership, before the business is large enough to justify a permanent CMO on six figures.
How it differs from a consultant, agency or interim
The term sits alongside several others it gets confused with. The distinction comes down to ownership and duration.
- A consultant diagnoses and recommends, then hands you a strategy and leaves. Useful for a defined question. The accountability ends with the advice.
- An agency executes the channels it is briefed on, paid search, social, content, and does so well. It works to a brief you set.
- An interim CMO covers the role full-time but temporarily, usually to bridge a gap while you recruit.
- A full-time CMO is the right answer once marketing is large and complex enough to need daily, in-house leadership. Below that scale you are paying six figures for capacity you do not yet use.
“A consultant tells you what to do. An agency does a defined part of it. A fractional CMO owns whether it works.”
Two companion guides go deeper: fractional CMO versus marketing agency, and the rise of the fractional executive.
What a fractional CMO owns
A fractional CMO is the board-level owner of marketing as a commercial function. The mandate is consistent:
- Set the marketing strategy against the commercial goal: pipeline, revenue, customer acquisition cost and brand equity.
- Build a single view from spend to revenue, with marketing, CRM and finance reconciled, so contribution is proven.
- Align marketing with sales and the board, including a shared definition of a qualified lead and an agreed measure of return on marketing investment.
- Direct the in-house team and the agencies, lifting the standard of execution without doing every task.
- Report in the language the board uses to allocate budget, so marketing is treated as an investment.
That is the same accountability set out on my fractional CMO service page: senior ownership that turns marketing spend into measurable growth.
When a UK business should hire one
The pattern is clear: CMO-level problems, without the scale or budget to justify a full-time CMO. The common triggers for UK founders and boards:
You have just raised, or you are about to. Investors expect a credible growth engine and the metrics to evidence it. A fractional CMO builds the marketing strategy and the reporting the board and the next round will scrutinise.
The founder or managing director is still running marketing. Effective early, limiting later. When the person who should be running the company is approving campaigns and briefing agencies, growth is capped by their attention.
You are spending on marketing with no senior owner of the return. A team, a roster of agencies, a budget, and nobody at leadership level accountable for whether it drives revenue. This is the gap between marketing activity and business growth, and it is the most common reason UK scale-ups call.
You are heading towards an exit or an investment. A business being readied for sale needs a defensible growth story and clean marketing metrics. A fractional CMO builds both well before due diligence begins.
You have the parts and no strategy joining them. Channels, a freelancer or two, an agency, and no through-line, so effort never compounds.
Why the model fits the UK now
The fractional model suits the UK market structurally.
The economy runs on businesses that need CMO thinking before they can fund a CMO. Small and medium enterprises account for 99.9 per cent of UK businesses, some 5.7 million of them, of which 5.4 million are micro businesses, according to the House of Commons Library citing the Department for Business and Trade’s Business Population Estimates 2025. The vast majority are founder-led and growth-stage: real ambition, real spend, and no case yet for a permanent six-figure marketing executive.
Senior marketing leadership is expensive to appoint permanently. A full-time CMO or marketing director in the UK is a six-figure commitment once salary, bonus and on-costs are counted, and higher again in London. The fractional model gives a scale-up that seniority against its highest-value decisions, paid only for the days it needs.
Remote-first leadership is now normal. UK businesses have spent five years working with senior people who are not in the building every day. That has made part-time executive leadership both credible and practical, and it means a UK firm can reach an international perspective that a purely domestic appointment may not offer.
The common pattern is a UK scale-up, post-funding, with a capable junior marketer and two agencies, plenty of activity and no senior owner of the commercial result. A fractional CMO one to two days a week resets the strategy, reconciles spend to pipeline, and gives the board a single view of marketing’s contribution, without adding a permanent executive to the payroll.
What to look for, and when to hire something else
The UK market is crowded with people using the title, so the selection bar matters. Look for genuine CMO-level seniority, a commercial track record you can verify, a recognised professional standard, and breadth of experience beyond a single sector. My own background pairs UK professional credentials, MSc Marketing and Fellowship of the Chartered Institute of Marketing, with two decades leading marketing for globally recognised brands across international markets. There is a worked example in the IFZA growth case study.
There are three cases where a fractional CMO is the wrong call:
- You need full-time, in-house leadership. Where marketing is large and complex enough to require someone present every day, appoint a permanent CMO.
- You only need execution. Where the strategy is settled and you simply need a channel run well, an agency or a specialist is the more cost-effective answer.
- You need a one-off answer. A single audit or strategy document with no ongoing ownership is a consultant project.
What it costs in the UK, and the return
A fractional CMO is engaged on a retainer for an agreed number of days each month, so the cost scales with what you need and sits well below a full-time package.
A full-time senior marketing leader is a permanent six-figure cost every month of the year. A fractional CMO applies that seniority to your most valuable decisions and is judged on return on marketing investment. For most UK scale-ups that is the difference between reaching genuine marketing leadership now, while the formative decisions are being made, and waiting until the business is big enough to justify a permanent appointment.
“The question worth asking is what a year of unled marketing spend is already costing you.”
Five takeaways
- A fractional CMO runs your marketing as CMO, part-time and ongoing, accountable for the commercial result.
- The difference from a consultant, an agency or an interim is ongoing, embedded ownership of outcomes.
- UK triggers include a recent raise, a founder still running marketing, spend with no senior owner, or preparing for exit.
- The model fits the UK, where 99.9 per cent of businesses are SMEs and a full-time CMO is a six-figure commitment.
- In a crowded market, select on verifiable seniority, a recognised standard and breadth of experience.
Where marketing is spending without a senior owner of the return, that is what a fractional CMO exists to fix: board-level marketing leadership that turns ambition into measurable growth, without the full-time cost. Frequently asked questions
Select a question to open the answer.
What is a fractional CMO?
A fractional CMO is an experienced marketing leader who runs your marketing as chief marketing officer on a part-time, ongoing basis. They sit in the leadership team and stay accountable for marketing strategy and commercial results, usually for one to three days a week, at a fraction of the cost of a full-time CMO.
How is a fractional CMO different from a consultant or an agency?
A consultant advises and hands over recommendations. An agency executes the channels it is briefed on. A fractional CMO owns the marketing function itself: setting strategy, aligning marketing with sales and finance, and remaining accountable for whether it drives growth.
When should a UK business hire a fractional CMO?
When you have CMO-level problems without the scale or budget for a full-time CMO. Common triggers are a recent or imminent funding round, a founder or managing director still running marketing, marketing spend with no senior owner of the return, preparing for an exit, or having a team and agencies with no strategy connecting them.
How much does a fractional CMO cost in the UK?
A fractional CMO is engaged on a retainer for an agreed number of days each month, so the cost scales with need and sits well below a full-time package. A full-time CMO or marketing director in the UK is a six-figure commitment once salary, bonus and on-costs are counted, and higher again in London.
What is the difference between a fractional CMO and an interim CMO?
An interim CMO covers the role full-time but temporarily, usually to bridge a gap while you recruit. A fractional CMO is part-time and ongoing, providing continuous senior leadership without becoming a full-time appointment.
Can a fractional CMO work remotely with a UK business?
Yes. Fractional leadership is delivered through strategy, governance and reporting, so it works effectively on a remote or hybrid basis. It also lets a UK business reach international and senior perspective that a purely local appointment may not offer.
