Three of the eight findings

  1. The market is off-plan, investor-led and mostly apartments. Off-plan reached 72.9% of Dubai residential sales in 2025, and investors made 57% of purchases. For developers: the core product is a payment plan sold to an investor, often before a site visit.
  2. Cost per qualified lead matters more than cost per lead. One Dubai developer lifted its qualified-lead rate from 18% to 41% on the same budget. For developers: report cost per qualified lead and cost per sale to the board.
  3. 2026 has split the market. Abu Dhabi transactions rose 112% in value in the first half of 2026, while Dubai residential sales were 15.7% lower. For developers: in a slower market an unqualified lead costs more, because fewer of them buy.

The other five findings, and what each one means for a developer, are in the report.

Frequently asked questions

Three questions UAE developers and marketing teams ask about the property market.

How big was the UAE property market in 2025?

Dubai recorded AED 917 billion in real estate transactions across more than 270,000 deals in 2025, up 20% on 2024, according to the Dubai Public Debt Management Office. Abu Dhabi recorded AED 142 billion across 42,814 transactions, and Sharjah a record AED 65.6 billion.

What share of Dubai property sales is off-plan?

Off-plan made up 72.9% of Dubai residential sales activity in 2025, up from 69.3% in 2024 and 61.7% in 2023, according to Cavendish Maxwell. Off-plan was 76% of Dubai sales in the second quarter of 2026.

Which property marketing tactic has the best evidence?

Replying to enquiries quickly. A Harvard Business Review study of 1.25 million leads found firms that made contact within an hour were nearly 7x as likely to qualify the lead. Full-disclosure listings are also well supported, because Dubai and Abu Dhabi rules require permits on every advert and fine breaches from AED 50,000.

Sources and method. This page summarises the full report, which I compiled in September 2026 from official data (Dubai Land Department via the Dubai Media Office and the Dubai Public Debt Management Office, the Abu Dhabi Real Estate Centre, the Sharjah Real Estate Registration Department and RAK Municipality), consultancy research (Knight Frank, Cavendish Maxwell, betterhomes, ValuStrat, REIDIN, CBRE, Savills), the US National Association of REALTORS, platform data (Property Finder, Bayut, Google, Meta, Zillow), legal commentary and UAE agency benchmarks. Agency figures are labelled as agency-reported. US dollar figures are converted at the fixed peg of AED 3.6725. The report lists all 103 sources with links. It is for information and is not investment, legal or financial advice.
